Landfill Permit

Frank R. Bowerman Landfill is permitted to receive a daily maximum of 11,500 tons per day. The landfill is required to comply with numerous landfill regulations from federal, state and local regulatory agencies. The landfill is subject to regular inspections from the California Integrated Waste Management Board and the Board's Local Enforcement Agency, the California Regional Water Quality Control Board and the South Coast Air Quality Management District to assure compliance with those regulations.

Entrance to the landfill, also called the Monument area, was planted with a combination of native and drought tolerant plant species in early 2007. However, before the plants could become fully established, the Santiago Fire in October 2007 burned nearly the entire perimeter of the landfill, including the Monument area. The fire was so hot that most of the native plants, that would normally recover after a fire, died.  The Orange County seals even melted off the concrete monument. The County seals were replaced and new plants were installed. Now, visitors to the landfill have a cheery welcome that changes with each season.

Equipment compacts trash so that it can be packed into a nice, neat, space efficient cell. Every night the refuse is covered with either soil, processed green material (PGM), or tarps.  Behind the compactor is stockpiled PGM. When the compaction is completed, a dozer will take the spread the PGM over the trash. At the end of the day, every bit of trash will be covered and out of sight.
