What is Senate Bill (SB) 1383?

Senate Bill 1383 is a California law designed to fight climate change by reducing methane emissions from organic waste in landfills. Each year, Californians throw away about 30 million tons of organic waste—such as food scraps and yard trimmings. When buried in landfills without oxygen, this waste produces methane, a greenhouse gas 84 times more potent than carbon dioxide.

County Compost Program Sets Standard for Sustainable Regional Organic Waste Management 

ORANGE COUNTY, CA (August 6, 2025) – OC Waste & Recycling (OCWR) has been awarded the Dave Hardy Leadership in Organics Award by the California Resource Recovery Association (CRRA), recognizing the department’s outstanding leadership in the production, marketing, and utilization of organic materials.

Presented at CRRA’s annual conference in Monterey, California, the prestigious award celebrates the transformative work OCWR is doing through its County Compost Program (CCP), a large-scale initiative supporting California’s Senate Bill 1383 organics recycling mandates and advancing climate action across Orange County.

“This award is a testament to the dedication of our entire team, as well as our many partners who are committed to reducing waste and building a more sustainable future,” said Tom Koutroulis, Director of OC Waste & Recycling. “We’re proud to lead by example and provide a model for jurisdictions working to meet state goals and protect the environment.”

OCWR’s 2024 Organics Milestones:

  • 103% increase in composted organic waste, diverting 39,128 tons from landfills
  • Eliminated 12,400 MTCO₂e through organic waste processing
  • Tripled compost distribution to more than 15,000 tons
  • 357% increase in compost procurement by cities
  • 340% increase in landscaper bulk order site visits
  • Expanded partnerships to 32 cities, 5 school districts, 4 colleges/universities, and 5 County agencies
  • Introduced fire remediation wattles, site booking systems, and outreach through 7M+ educational touchpoints

OCWR’s composting greeneries in Brea, Irvine, and San Juan Capistrano demonstrate scalable infrastructure, regional collaboration, and environmental leadership. The agency’s success reflects its commitment to operational innovation, community engagement, and climate resilience.

About the Dave Hardy Leadership in Organics Award
The award honors the legacy of Dave Hardy, a pioneer in organic recycling and the founding chair of the California Organics Recycling Council (CORC). It is presented to a business, government agency, or community-based organization that demonstrates excellence in compost production, marketing, and use.

One-Day, Drop-Off Helps Boaters Safely Dispose of Expired Marine Flares

Orange County, CA (July 30, 2025) – OC Waste & Recycling (OCWR) is hosting a one-day collection event for boaters and residents to dispose of marine flares free of charge. The drive-through event will be held from 7 a.m. to 1 p.m. on Saturday, August 16, at 24650 Dana Point Harbor in Dana Point. Unexploded, expired flares are considered explosives requiring special handling for disposal. Boat owners are encouraged to participate in this convenient public service event as part of their summer boating season checklist. 

Participants must transport expired flares in vehicle trunks. Upon arrival, staff will collect items directly from vehicles for safe disposal. A separate walk-up disposal area will be offered.

 “Responsible disposal of expired marine flares keeps hazardous waste out of our landfills and waterways, protecting sensitive coastal ecosystems,” said Tom Koutroulis, director, OC Waste & Recycling. “Marine flares are to be used in the case of an emergency, and we are proud to partner with our community to safeguard our coastlines to ensure proper disposal, so they don’t create an emergency,” he added. 

This is a marine flare disposal event only. Electronic flares, military flares, and any other hazardous waste such as paint, oil, e-waste, or batteries will not be accepted. OC Healthcare Agency will be onsite, providing information on the free Bilge Pad Exchange program. Participants will receive a free boater kit coupon and a flare discount coupon courtesy of the Coastal Commission.
