Waste & Recycling Guide for County of Orange Employees

What is Senate Bill (SB) 1383?

Senate Bill 1383 is a California law designed to fight climate change by reducing methane emissions from organic waste in landfills. Each year, Californians throw away about 30 million tons of organic waste—such as food scraps and yard trimmings. When buried in landfills without oxygen, this waste produces methane, a greenhouse gas 84 times more potent than carbon dioxide.

To tackle this issue, SB 1383 requires cities and counties to separate organic waste from regular trash. The law sets two major statewide goals to meet by 2025:

  • Reduce organic waste disposal by 75%
  • Recover 20% of edible food for people in need

Instead of being landfilled, organic waste is transformed into compost, mulch, and renewable energy, helping to:

  • Cut harmful emissions
  • Conserve landfill space
  • Support sustainable agriculture
What You Can Do:

Properly separate food waste from trash and recyclables. When organic waste is placed in the correct bin, it can be turned into compost and mulch that:

  • Enriches soil
  • Supports local agriculture
  • Reduces landfill use

This isn’t just about following a law—it’s about building a sustainable habit that protects our communities and environment.
